Public bug reported:

This bug affects several pages in the keystone install-guide for RDO and
Ubuntu (but not OBS).

The order of pages should be:
- Install and configure
- Create a domain, projects, users, and roles
- Verify operation

The "Previous" and "Next" buttons at the top and bottom of these pages
are linked in a way that skips the middle step "Create a domain,
projects, users, and roles". After "Install and configure", the reader
is taken directly to "Verify operation". The Previous/Next buttons on
the middle page, "Create a domain, projects, users, and roles", link to
the OBS pages (which, of course, is correct for OBS but wrong for RDO
and Ubuntu).
