  Ceilometer - time period - hide range field until user select other

Status in OpenStack Dashboard (Horizon):
  Won't Fix

Bug description:
  On the Resource usage > Stats tag the range field appears when the
  period option "other" it is not selected.

  Expected: the from to fields should only appear on other.

  Actual: the from to fields appear
