    Pass config object to oslo_reports
    
    oslo_reports accepts a few config options that cannot be used at
    the moment since nova does not pass the config object.
    
    This change ensures that we properly set up oslo_reports when
    starting the nova services.

  Nova doesn't pass the conf object to oslo_reports

Bug description:
  oslo_reports accepts a few config options that cannot be used at the
  moment since nova does not pass the config object.

  For example: one may want to use the file trigger feature, which has
  to be configured and is not possible at the moment. This especially
  affects Windows, in which case we cannot use the default signals.
