[Bug 1383614] Re: not using L3 network prevents a user from launching instances

The suggested way at now is to set OPENSTACK_NEUTRON_NETWORK['enable_router'] = False if you have no L3 support.
I would like to mark this as Invalid again.

** Changed in: horizon
       Status: Confirmed => Invalid

  How to reproduce:
  edit neutron.conf:
  comment out the service plugins.
  #service_plugins
  =neutron.services.l3_router.l3_router_plugin.L3RouterPlugin,neutron.services.firewall.fwaas_plugin.FirewallPlugin

  restart neutron services.

  This is fixed in Juno, and the issue exists in Icehouse only
