Pagination Settings Don't Persist After Logout then Login

Bug description:
Pagination settings do not seem to persist correctly in the Havana
release of Horizon. You can go to settings, then set "Items per Page"
to, say 1000, and then view the instances tab. Horizon will correclty
display 1000 instances per page. However, if you sign out, then sign
back in, Horizon will only display the default of 20 instances per
page. If you then go back to settings, you see your change of 1000
will still be there.
Steps to reproduce:
1. Go to settings and change "Items per page" to something other than the default.
2. Confirm the change has taken effect by viewing the "Instances" tab.
3. Sign out of Horizon and then sign back in.
4. Go to the "Instances" tab and the default of 20 instances is displayed.
5. Go to "Settings" and "Items per page" still shows the new value.
