As of Queens-1, the current panel is kept when switching projects. I am
not sure when it was implemented. Anyway the requested feature has been
implemented.

  keep selected panel when switching tenant

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When we switch a tenant in the drop-down menu, a selected panel is not kept and overview panel will be displayed.
  It would be nice to keep the selected panel even after switching a tenant.
