    Include add subnet action on admin networks panel
    
    Currently users can only add and delete networks on admin networks panel.
    
    This patch adds the add subnet action to the admin networks panel so it
    is consistent with the project networks panel.

Bug description:
  From admin/networks panel, a network can be created with a subnet
  using the create network modal, so the add subnet action should be
  included in the table as well.
