  sysconfig use subnet prefix and set DEFROUTE key

Status in cloud-init:
  Fix Released

Bug description:
  Sysconfig network files should set DEFROUTE and IPV6_DEFROUTE if the
  key is configured.  Additionally, ipv6 routes should use the subnet
  'prefix' value instead of netmask.
