It sounds to me like this is working correctly.  Are you requesting that
Horizon prevent the user from even attempting to detach volumes from
instances that are root volumes?   There has been discussion over time
about whether to permit this and under what circumstances it should be
prevented and permitted, and I don't think we should try to enforce
those decisions in horizon's logic.

  If we detach a boot device volume from an instance, api will return
  exception.
