  domain context filtering is broken

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  testing on master, setting the domain context had no effect on the
  content of the identity panels.

  expected result: once the domain context is set, only items in that
  domain are shown in the identity panels.

  actual: all items still displayed regardless of context.
