[Bug 1600752] Re: Admin user can add its subnet interface into other tenant's router stealthily.

This is the intended behavior of neutron. neutron allows admin user to
add a router interface which connects to a subnet from another project
to a project router. This is the neutron design, so there is nothing to
do in horizon.

Title:
Admin user can add its subnet interface into other tenant's router
  stealthily.

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  1. login horizon dashboard with admin user
  2. in the admin->system->network->router page, admin can add its own subnet interface into any router of other normal tenants.

But users in the tenant can not see the interface in tenant's net
  topology.
