[Bug 1722559] [NEW] Instance get 2 interfaces but it was created with one network

Hi Guys,
I met an strange issue. when creating a vm with one network , but it
appeared two network interfaces and two ip addresses.
It seems like https://ask.openstack.org/en/question/85238/instance-

In nova-scheduler.log, we can see it happened failure when boot the
instance on "cloud-sz-compute-b11-01" node, then successfully created on
another node.

nova.scheduler.filters.retry_filter [req-5c1d8f07-6d8a-4c49-ad4b-

compute-b11-01', u'cloud-sz-compute-b11-01'] fails. Previously tried
hosts: [[u'cloud-sz-compute-b11-01', u'cloud-sz-compute-b11-01']。
I think it is a bug.
Otherwise ,I can easily make the issue reproducible in my environment.
