clarify agent file name in config qos doc
This patch clarifies the agent file to update when configuring QoS as
the actual file name will depend which agent is being used.

Bug description:
Documentation bug for Neutron QoS on compute nodes:
http://docs.openstack.org/mitaka/networking-guide/config-qos.html
On compute nodes:
In /etc/neutron/plugins/ml2/ml2_conf.ini, add qos to the
extensions setting in the [agent] section. For example:
[agent]
extensions = qos
File openvswitch-agent.ini should be instead of ml2_conf.ini
That for all releases not only Mitaka.
