[Bug 1723512] [NEW] 05_logging.conf file broken in /etc/cloud/cloud.log.d broke cloud-init-output logs

Hello there,
There is a new 05_logging.cfg file in the latest cloud-init package
which brokes the cloud-init-output.log file and all the logs are dumped
into messages log instead. This file matches with the new rpm package
from September 5th.
Before this update, there been a 05_logging.conf with the proper
configuration to dump the output log, and this file is from April 1st.
