[Bug 1724251] [NEW] Changing any project's specification depend on currently active project

If you are logged in with project X and you change the specification of
project Y, the values (such as for quota) are checked against project X.
This happens on that page: https://<openstack-
address>/dashboard/identity/
Example:
You log into project X, then you go to the identity section (as admin)
and click on "Manage Members" of project Y. If you have 11 running
instances in project X, clicking "Save" in the dialog of project Y will
throw an exception as the quota of project Y in respect to instances is
10. This means, the dialog checks for quota limits in the current active
project, but not the project that is actually being changed.
I hope my problem description is clear.
