  Resizing a vm should disallow selecting a flavor with a smaller disk

Status in OpenStack Dashboard (Horizon):
  Opinion

Bug description:
  When we resize a vm, and select a flavor which flavor disk smaller than old one,
  The nova-compute will raise a error:
  ERROR oslo_messaging.rpc.dispatcher ResizeError: Resize error: Unable to resize disk down.

  So we should hide the flavor which disk is smaller the old one
