Hide IPv6-addresses when assigning floating IP addresses
A floating IP can only be associated with an IPv4 address, so we should
not show IPv6 addresses in the list of ports when assigning floating IP
addresses.

Bug description:
While implementing a fix for
https://bugs.launchpad.net/horizon/+bug/1703360, I discovered that
writing a unit test that includes ipv6 data will affect multiple other
tests.
Solving this is should probably be a seperate bug and patch from the
above mentioned bug.
