Cannot reproduce this with current horizon running keystone v3.

Bug description:
Log warning: 'create takes at most 1 positional argument (2 given)'
when I create[1] a user with V3.
<s>The reason is that we have not accounted for `self`.</s>
The reason is that we may need to pass related parameters via keyword
argument.
