  can not create instance when using vmware nova driver

Bug description:
  Hello,

  I am on a testing of interoperation between vCenter 6.5U1 and OpenStack Newton. I get the Nova driver from here: 
  https://github.com/openstack/nova/tree/stable/newton/nova/virt/vmwareapi
  I download the vmdk file from here:
  http://partnerweb.vmware.com/programs/vmdkimage/cirros-0.3.2-i386-disk.vmdk

  I am getting the follow error when I try to create a instance from
  vmdk.
