  'make test' command fails because 'test' isnt defined in Makefile

Status in OpenStack Dashboard (Horizon):
  Won't Fix

Bug description:
  the Makefile suggests that in order to run tests, use 'make test'
  command but it fails and since looking into source code , there is no
  test defined https://github.com/openstack/horizon/blob/master/Makefile
