Title:
  Overview usage does not include all active VMs

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  Basically I have more than 12k of active VM's in my env. Horizon dashboard, Admin/System/Overview tab shows that there only 4089 of them and only 1Tb of RAM used. That isn't correct info about a cloud.
  When number of VMs was low that 4k I've constantly seen a bug https://bugs.launchpad.net/bugs/1278819 also.
  Assuming that stats aren't online I waited about 2 days but nothing was changed regarding that. Still 4089 VMs.

  But if you go to the project itself and open overview page with all
  usage statistics then it will show correct number of VMs, Cores, RAM
  for this project.

  So steps to reproduce:
  1. Get cloud with at least 5k VMs (looks like).
  2. Take a look on stats.

  Expected behavior:
  All VM's should be reflected in counters.

  Observed behavior:
  Not all of the VMs was taken into the consideration.
