[Bug 1732320] [NEW] Confirm resize instance will report a 409 error, when another instance is being created

Public bug reported:

1.Select a instance to resize,and the instance will be waiting for confirm or revert.
2.Create a new instance.
3.When the new instance is creating,like build state,confirm resize the first instance.
4.Now,the error page will be show us.
