  Create_user_form will return submit error if logout is quick enough

Status in OpenStack Dashboard (Horizon):

Bug description:
  Testing step

  1:admin login 
  2: create a user
  3:admin logout very quick

  if we do this  with https://review.openstack.org/#/c/147721/  and the
  logout is quick  enough , we'll see the submit error and the user is
  not created actually
