This isn't a bug, and this is actually something that operators have
told us in the past they don't like us doing so we stopped doing it
after havana.

  Squash database patches

  Invalid

Bug description:
  With newton being EOL, we should be able to drastically reduce the
  number of patches in the migration repository: we start at Havana/216,
  going at least to 313 would be a nice improvement, and we save a lot
  of time in CI and new deployments.
