Title:
  All workflow view miss url for a cancel action

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  All WorkflowView miss url for a cancel action, But all FormView has.
  When open the form modal in a the page, there has cancel button and cancel action, but the workflow modal in a new page does not have.
  please see the attachment picture for more detail, just give an example.
