[Bug 1738135] [NEW] Should not get domain_scoped token when OPENSTACK_KEYSTONE_MULTIDOMAIN_SUPPORT is FALSE

When debug horizon, there's a mesage: "Attempted scope to domain Default
failed, will attemptto scope to another domain."
(horizon)[root@k1 /]# manage.py runserver 0.0.0.0:8080 --insecure --nothreading --noreload
Performing system checks...
System check identified no issues (0 silenced).

Django version 1.8.14, using settings 'openstack_dashboard.settings'
Starting development server at http://0.0.0.0:8080/
Quit the server with CONTROL-C.
Attempted scope to domain Default failed, will attemptto scope to another domain.
Login successful for user "admin", remote address 192.168.233.1.
[25/Oct/2017 19:10:42] "POST /auth/login/ HTTP/1.1" 302 0
[25/Oct/2017 19:10:42] "GET / HTTP/1.1" 302 0
This message is caused by trying to get domain_scoped token when OPENSTACK_KEYSTONE_MULTIDOMAIN_SUPPORT is FALSE.
