  cirros img cannot be launched

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  first,create image with  cirros-0.3.1-x86_64-disk.img
  second, launch instance with transfered ciros.img
  can't launch an instance,occur an error:
  Error: Unable to create the server.
