Bug description:
Openstack Dashboard could forbid access to the some panels if some service is unavailable/unreachable, Horizon could interpret it as a lack of rights and reject query.
For example, user tries to access remote openstack host, where keystone admin port (35357) is unreachable from the outside.
In that case keystone client recieves 401 error, which causes redirect to the login page.
Such behaviour could be a problem if some other service will be unavailable - there could be a case when Horizon could believe that user has no enough rights and forbid access to the page or panel.
So we need some investigation here.
