  Allow user to open multiple sections in navigation pane

Status in OpenStack Dashboard (Horizon):

Bug description:
  Users are only able to look at one section at a time. We can simplify
  navigation and improve user experience by allow them to open as many
  sections as they want. This would allow users to quickly switch back
  and forth between two panels (such as admin->instances and
  project->instance). Doing this could potentially reduce the number of
  clicks required to get to information of interest (which is always a
  good thing).
