[Bug 1739368] [NEW] Error message misleading when cross_az is false

 

Public bug reported:

Switching cross_az volume attachment to false the end-user see the
following error when trying to boot from a different AZ:

openstack server create --volume mko_test01 --flavor m1.small --nic net-id=61389c4b-631d-4fe1-8aa0-7bc658f373ec  --availability-zone az_2_1 mko-test2
Block Device Mapping is Invalid: failed to get volume 96eec88d-61e7-4aaa-be86-ca9bb9249648. (HTTP 400) (Request-ID: req-e0f554e6-8ccd-4f98-9086-3fdd1e53d66e)

Actually there is no problem in "getting the volume" - Cinder response
with 200. But the AZ check raises an exception that is nested in this
area.
