    Update Ubuntu horizon installation instruction
    
    openstack-dashboard.conf provided by Ubuntu package does not
    contain WSGIApplicationGroup configuration which is required to
    make the dashboard work correctly.

Bug description:
  horizon timeout at the browser; no obvious errors found on the logs
  solution was adding "WSGIApplicationGroup %{GLOBAL}" to /etc/apache2/conf-enabled/openstack-dashboard.conf
