  Got an unexpected keyword argument when starting nova-api

Bug description:
  Description
  ===========
  After upgrading oslo.db, nova-api service was started failed.

  Steps to reproduce
  ==================
  * pip install oslo.db==4.24.0
  * start nova-api service is OK
  * `pip install upgrade oslo.db` to 4.32.0
  * failed to start nova-api 

  Expected result
  ===============
  In the requirement.txt, oslo.db >= 4.24.0.
  But at version 4.32.0(latest), got 'unexpected keyword' error.

  Actual result
  =============
  'nova-api' is running OK.

  Environment
