    finish qos_rule_type_details extension api-ref
    
    The current api-ref for qos_rule_type_details is incomplete; see bug
    description.
    This patch completes the qos_rule_type_details api-ref by documenting
    the extension and ensuring the 'drivers' param is documented and
    included in the sample JSON responses.

  qos_rule_type_details not properly doc'd in api-ref

Bug description:
  While the qos_rule_type_details extension's params appear to be doc'd
  in the qos rule types api-ref, the rule types api-ref needs a
  subsection atop it describing the extension itself. See other api-refs
  for examples.
