At, https://docs.openstack.org/glance/pike/install/install-ubuntu.html,
the first bullet of 'Prerequisites' mentions MySQL but doesn't mention
setting up the DB for glance.  Following the same instruction for
keystone to setup for glance to create the DB and grant privileges seems
to work.
