    Handle unicode when downloading transfer credentials
    
    Since that file contains translatable text, it may include non-ascii
    characters, depending on the language used.

  Unicode handling error in transfer credentials

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Unicode decode error when downloading the volume transfer authorization information
  Steps to Reproduce:
  1. Switch the language to Japanese in dashboard
  2. Create transfer in volume
  3. Download the authorization information

  Actual results:

  The following error will be output in horizon.log and the
  authorization information can not be downloaded

  UnicodeDecodeError: 'ascii' codec can't decode byte 0xe8 in position
  0: ordinal not in range(128)
