I was trying to start a new dashboard following the instructions from
https://docs.openstack.org/horizon/latest/contributor/tutorials/dashboard.html.
When I ran the command

$ tox -e manage -- startdash mydashboard \
  --target openstack_dashboard/dashboards/mydashboard

the python files were created but not the template files. The
dashboard.py file was created with a .tmpl file extension. The terminal
gave an error code:

I was running the new master horizon.
