    Add setting for user menu links
    
    * User menu links can be specified in the settings page
    * Defaults to the standard Open RC links (bug and help links are
      not modified in this patch)
    * Url, name and icon can all be specified

Title:
  Cannot modify links in user menu

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The user menu defaults to displaying settings, help and OpenStack RC
  file links. Due to the placement of this file it is not overriderable
  except inside themes, and there is no way to remove or add links to
  the menu from plugins or setting files.
