  support for setting the default systemd target

Status in cloud-init:
  Expired

Bug description:
  On real machines, with a bootloader, one can override the default systemd target with the "systemd.unit=xxx.target" option.
  This would be  nice addition to cloud-init to control the target an cloud instance runs into.
