added libpcre3-dev [platform:dpkg test] and
pcre-devel [platform:rpm test]to bindep.txt

Bug description:
On a fresh clone of the Nova repository
@5c72a288f8f55b1f8c49201c4d88820a8ba750a9, running `tox bindep` passes
without errors, but trying to run the tests using tox yields a build
error regarding the missing <pcre.h> header file.
After installing `libpcre3-dev`, the build and tests proceed normally.
I assume `libpcre3-dev` needs to be added to `bindep.txt`, which
should fix the problem.
