Bug description:
Static routes are not configured in snat-namespace for DVR routers.
Steps to reproduce:
1. Create Network
2. Create Subnet
3. Create Router
4. Add interface to Router
5. Set gateway for the Router
6. Add a static route (next hop to the Router)
7. Go check the 'snat-namespace' if the static routes are configured in there.
