  admin docs: interoperable image import revision

Bug description:
  The admin docs need a revision about interoperable image import:

  * remove mention of "experimental" API at the top

  * wouldn't hurt to mention that web-download is the replacement for
  the old v1 copy-from and remind that v1 is DEPRECATED and will be
  removed in Rocky

  * hit the TODO explaining the 2 different methods

  * make sure it's clear where the configuration for each goes (what in
  glance-api.conf, what in glance-image-import.conf)

  * make sure it's clear that glance-image-import.conf is an optional
  file and where the sample file can be found -- see Erno's comments on
  https://review.openstack.org/#/c/544596/3/doc/source/admin
  /interoperable-image-import.rst

  And any typos, formatting problems you notice.
