The neutron-specs docs is currently failing in master, preventing to
merge anything (and get nice HTML previews in gerrit changes for new
specs):

For some reason, sphinx 1.6.5 ends up being used despite the
"sphinx>=1.5.1,<1.6.1" line in requirements.txt:
