Title:
  external dns doesnt get updated

Status in neutron:
  Expired

Bug description:
  The current logic [1] only passes info to external DNS under the
  following circumstances:

  * The network is a flat non-provider network
  * The network has 2 or more subnets

  These are strange requirements to say the least, but I see no reason
  not to be setting DNS for every instance spawn, regardless of network
  type.
