  linuxbridge scenario job doesn't execute NetworkMtuBaseTest

Bug description:
  This is because the job is not configured to access vxlan / gre type
  drivers:

  2018-01-08 16:40:26.894303 | primary | {1} setUpClass
  (neutron_tempest_plugin.scenario.test_mtu.NetworkMtuBaseTest) ...
  SKIPPED: GRE or VXLAN type_driver is not enabled

  Linuxbridge doesn't support GRE but VXLAN should work.
