Beginning with Queens, the glance-scrubber no longer uses the Glance
Registry Service.

  scrubber not support the keystone v3 token

  Won't Fix

Bug description:
  the glance-scrubber is very usefully in project, but when we  has used
  the keystone v3, it return the error code 401 when get images from
  registry.
