[Bug 1759100] [NEW] Horizon filtering not thread-safe

Public bug reported:

The Horizon filtering is not fully thread-safe. If two users are
simultaneously filtering a resource (e.g. projects or instances), and
threading is enabled (e.g. 2 or more threads in Apache). It's possible
that the wrong filter will display in the form input.

I was able to reproduce it using devstack by logging in to Horizon with
Admin in Chrome, and Demo in Firefox and spam filter by Project name
with "Admin" for the admin user, and "Demo" for the Demo user.

This would eventually cause one of the windows to display the other
users filter.

** Affects: horizon
     Importance: Undecided
         Status: New
