    Scheduling Optimization: Remove cell0 from the list of candidates
    
    This patch removes cell0 from the list of loaded cells in the
    cache before scheduling. Doing this improves performance slightly.

  Scheduler host manager does not filter out cell0 from the list of cell
  candidates before scheduling

Status in OpenStack Compute (nova):
  Fix Released

Bug description:
  Currently the nova scheduler does not filter out cell0 from the list
  of cells that it considers for scheduling. Since cell0 does not have
  any computes and is only a graveyard cell, it should be filtered out
  from the global cell cache that is maintained by the host_manager
  (https://github.com/openstack/nova/blob/master/nova/scheduler/host_manager.py#L639)
  and should not be a candidate cell for scheduling. It will anyways be
  filtered out due to not having computes every time during scheduling,
  however if this is done earlier on, it will optimize the scheduling.
