  Identity panel does not work

Bug description:
  When I login dashboard with admin account, the error log show as
  below:

  
  Daemon process called 'keystone-public' cannot be accessed by this WSGI application: /usr/bin/keystone-wsgi-public, referer: http://10.95.30.13:8080/auth/login/
