Bug description:
  Hello,

  I am using the Pike OpenStack version for ubuntu server 16.04. And the
  following guide to carry out the installation.

  I have recently installed and updated OpenStack and precisely if I
  have seen that they have changed the configuration file for nova.conf.

  I perform autoscaling with the orchestration service (heat) for about
  30 instances.

  I have verified that the execution times when several instances are
  executed in parallel is quite remarkable and goes from 5 seconds to
  10. And for each execution in parallel that value of 10 is multiplied.

  There is some way to be able to make the execution of the instances in
  parallel with a shorter time or at least the same as when an instance
  is executed.

  I have not seen errors in logs or something like that and it may be
  some specific nova configuration or something ...
