    Add prerequisite package note to Keystone install guide
    
    Added prerequisite package note and associated link to the main Install Guide
    to the Keystone install guide. This is to ensure commands further down the
    Keystone guide don't fail unexpectedly.

Bug description:

  This bug tracker is for errors with the documentation, use the
  following as a template and remove or add fields as you see fit.

  - [x ] This doc is inaccurate in this way: openstack queens on centos
  7.4.  missing dependancy python-openstackclient that provides the
  openstack command.

  - [ ] This is a doc addition request.
  - [ ] I have a fix to the document that I can paste below including example: input and output.
